Congressional GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

American lawmakers are working through the weekend for the first time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the impasse appeared to diminish as GOP senators proposed a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.

Growing Impact of Government Shutdown

The effect on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

Trump's Plan from Florida Resort

As Saturday's meeting got started, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Several Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator praised Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Opposition lawmakers shared concerned reactions to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator reacted to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? In that case I applaud your support for Medicare for All."

Continuing Negotiations

The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of centrist lawmakers to end the shutdown in return for a later vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the payments for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should accept a one-year extension of the subsidies before discussing the long-term of the tax credits.

"Inaction is irresponsible because people will go bankrupt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of eight Democrats to restart the government, and the concept of eliminating and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Some observers indicated that the essence of such a proposal would eliminate the ACA's requirement that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
